After many years of development, the Gambling Regulation Bill has successfully ed through the Houses of the Oireachtas in Ireland.
At first introduced in the Dáil Éireann in December 2022, the approval of the bill paves the way for the creation of the Ireland’s Gambling Regulatory Authority. This new regulatory authority will handle licensing and regulation within the country.

This is Ireland’s first comprehensive update to gambling legislation since 1956 and introduces several key measures. The Minister of State at the Department of Justice, James Browne, expressed his satisfaction: “It provides for a new streamlined, simplified and coherent licensing framework – one that reflects the nature of gambling in modern society and addresses the proliferation of digital gambling activities and advertising in recent years. At its core, this legislation is a public health measure aimed at protecting our citizens from gambling harm, including younger people and those more vulnerable in our communities.”
Anne Marie Caulfield, the CEO Designate of the Gambling Regulatory Authority of Ireland, emphasized the importance of a smooth rollout: “While we have a lot of preparatory work done, we will have a phased introduction of our functions, with a focus on licensing initially. As the CEO designate of the new Authority, I will ensure that licensees comply with the legislation and fulfil our mandate to create safeguards addressing problem gambling. We remain dedicated to engaging with stakeholders as we build this new regulatory regime for Ireland’s gambling and gaming sector.
