The European Casino Association (ECA) has published its 2025–2029 manifesto with astrong ambition to take the fight against illegal gambling to the next level, step up anti-money laundering efforts, and advocate for the licensed, land-based casino sector throughout Europe.

Illegal gambling remains very real, with estimates of illegal gambling generating approximately €/$ 42 billion annually, comprising €/$ 32 billion generated online and €/$ 10 billion through land-based activities. These activities deprive EU governments of €/$ 10 billion in tax revenue while undermining consumer protections and regulatory standards.
The manifesto identifies three key pillars of focus: , Protect, and Promote. The priorities are to be laid out to ensure a safe and regulated gambling environment, enhance compliance measures and highlight the economic contribution of the licensed casino industry.

The ECA Chair, Erwin van Lambaart, commented on the cooperative element as follows: “This document reflects our commitment to ing the EU and Member States’ efforts to uphold a regulated and responsible land-based casino sector. We call on policymakers to collaborate with us in safeguarding the integrity of the gaming industry against illegal operators while fostering economic growth and protecting consumers.”
It advocates for increased enforcement against unlicensed operators and stronger AML regulations that will make the business more transparent and compliant. It also s the EU Digital Services Act, which is focused on restricting illegal gambling advertising on online platforms, and urges policymakers to extend Europol’s remit to fight financial crimes.

In November 2024, the ECA announced partnerships with major suppliers such as Aristocrat Gaming, IGT, Light & Wonder, and Novomatic. This will work toward improving industry standards on issues like security and responsibility.
